The power and speed of a jutsu are derived from its base rank.


SS: Unrankable in either speed or power. The other gets a solid 5.
S: 10
A: 8
B: 6
C: 4
D: 2
E: 2

You may split this number between the two stats in any way you choose, when you make a custom jutsu. These are the numbers before bonuses are taken into account.

Even a low level ninja may use a high rank technique, there are no limits about rank, whether it be stats or character rank.
